Background:

Bhutan Telecom Ltd. (BTL), under its current and capital budget has mandates to execute various works through its various operational offices. The Civil Section in Development and Corporate Affairs Division prepares the entire architectural works like local plan, floor plan, elevations and sections. In addition, water supply connections, sanitations, internal electrification, telephone connections, structural analysis, design, drawings, estimation and tendering works are being done with the in-house capacity of engineers and supervisors.

In view of the existing norms set by City Corporations in Thimphu and Phuentsholing for urban areas and the Department of Urban Development and Engineering Services (DUDES), Ministry of Works and Human Settlement for rural areas, the set rules are to be followed without which any construction activity would not be permitted.

In line with the above requirements, we would like to invite sealed bids from eligible Architectural Consultancy Firms registered with the Construction Development Board (CDB) for providing consultancy services as accredited consultant to Bhutan Telecom Ltd.  Bidders are requested to quote for both options listed under Terms of Reference.

The Terms of Reference (TOR) for the Consultancy work shall be as listed hereunder:

1. Objective

The objective of this consultancy service is to help Bhutan Telecom Limited fulfill the norms set forth by the authorities concerned in the events of construction of buildings in various BTL locations throughout the country. Broadly, the consultant will prepare detailed engineering designs/drawings including the bill of quantities with specifications, budgetary cost estimate and obtain approval of plans and drawings from City Corporation or municipal authorities of the Dzongkhag concerned.

2. Scope of work

The Consultant, in close coordination with the Civil Section of BTL, will perform the following works:

Option I.

  1. Prepare preliminary layout/site plans, architectural drawings, plan of building and a budgetary cost estimate and submit to the BTL Management for approval as and when such construction works are to be executed.

  3. Subsequent to BTL Management's approval,prepare detailed engineering designs/drawings, both architectural and structural, of the proposed buildings including water supply, sewerage, electrical, heating/cooling systems and detailed bill of materials with specifications.
  4.  
  5. Carry out the detailed site survey including soil investigation and prepare cost estimates based on detailed bill of quantities of items identified in (2).
  6.  
  7. The consultant shall provide technical specifications in line with the norms and guidelines of the national/local construction/building regulating authorities and strictly follow the prevailing rules & regulations relevant to plot coverage, set backs and traditional architecture.

  9. The consultant shall be responsible for obtaining approval from the local City corporation/municipal authority or any other bodies entrusted with authority to approve building drawings/designs and construction thereafter. While in the process of obtaining approval, the consultant shall be responsible for providing clarifications, be it on the plans/drawings/designs or on the technical specifications of the materials proposed to be used, to the best satisfaction of the local authorities.

  11. The consultant shall ensure that the designs of the buildings take into account all relevant aspects of engineering such as acoustic, seismic, efficient cooling/heating  system, lighting, safety, basic services, etc.

  13. The consultant shall comply with and incorporate any request for modifications by BTL in the scope of services in design and drawing.
  14.  
  15. The consultant shall submit the following documents for the relevant buildings that BTL Management has approved for construction:

    a)Draft Master Plan of the site, preliminary building layout plan, architectural drawings with budgetary estimate - 2 copies within one (1) month from the date of approval by BTL Management.

    b)Final Master Plan of the site, building layout plan, architectural view with budgetary estimate incorporating changes/modifications requested by BTL- 2 copies within three (3) weeks of discussion/comments on draft received from BTL.

    c)Draft design memos, structural & architectural drawings, bill of quantities with technical specifications - 2 copies within one (1) month from date of approval by BTL Management.

    d)Final design memos, building layout plans, structural & architectural drawings, bill of quantities with technical specifications within three (3) weeks of comments received from BTL - 2 copies.

    The consultant shall also submit the above final documents in CD-ROM for keeping records in soft copies.


  Option II.

a)The Consultant shall review the draft drawings/designs of the buildings prepared by BTL Civil Section and recommend changes/modifications, if any.

b)The Consultant shall sign on the final drawings/designs of buildings (all changes incorporated as recommended by the consultant) to be submitted for approval by the City Corporation or Municipal authority of the Dzongkhag/Dungkhag concerned.
